About WSDOT

Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world’s longest floating bridge, and recently completed the world’s widest tunneling project.

The Opportunity

WSDOT is currently seeking an Agreements and Program Management Specialist to join our Regional Transit Coordination Division (RTCD) in Seattle, Washington. This position will be the expert and lead liaison between WSDOT and Sound Transit related to coordinating contractual agreements associated with large, complex, high-profile public transportation construction projects. WSDOT has a significant role in the planning, design, and development of public transportation projects. As such, we need an experienced agreements and program management specialist with expertise in project controls, writing agreements, accounting, and state regulations experience. What to Expect

Among the varied range of responsibilities held within this role, the Agreements and Program Management Specialist will:

  • Develop and manage payable and inter-agency reimbursable agreements from start to finish.
  • Coordinate with project staff to develop scope, schedule, and budget for planning, engineering design, construction, maintenance, operations, and right of way work.
  • Facilitate agreement development and approval process to get review and approval from stakeholders.
  • Enter agreements into the WSDOT Agreement Review Transmittal (ART) system and work with accounting to ensure agreements are executed and processed.
  • Manage programs by coordinating with internal departments to set up and manage work orders using Work Order Authorizations (WOAs) and verify accuracy of records.
  • Develop and manage work force and non-labor spending plans.
  • Provide budgets and allotment information as requested.
  • Track expenditures and submit invoices.

Qualifications

To be considered for this opportunity, the following are required:

  • Two years of experience in program management, contract management, planning, engineering, construction or other related work as a Transportation Engineer 3, Transportation Planning Specialist 3 or equivalent.

OR

  • Bachelor’s degree with major study in engineering, business, or equivalent field of study and three years of experience in a related field.

In addition to the above, the following is required:

  • Support WSDOT’s strategic plan.
  • Strong interpersonal and organizational skills.
  • Ability to tactfully communicate with a diverse group of professionals to achieve desired outcomes.
  • Ability to learn, understand and apply federal, state and local requirements to projects.
  • Excellent communication skills, both oral and written, to perform a job that is highly interactive with many individuals from multiple agencies.
  • Knowledge of project, program, and financial management.
  • Proficient with Microsoft business suite software. Advanced skills in Excel and data analytics.

It is preferred that qualified candidates also have:

  • Experience working with the State mainframe (TRAINS), Chart of Accounts, and be able to obtain a wide variety of information from data mart through Cognos.
  • Experience working within a multidisciplinary team.
  • Experience working in a project control office.
  • Experience creating and managing a program management / project control system.
  • Experience in budget development and oversight and expenditure forecasting.
  • Professional experience working within a team developing and delivering large complex public transportation projects.

Important Notes

  • Due to the COVID-19 restrictions, this position may be remote in a telework capacity full-time. Once the restrictions are lifted, WSDOT supports a flexible work schedule with partial telework opportunities, depending on business needs and prior supervisor approval.
  • The salary listed for this position includes a legislative approved 5% premium for workers in King County.
