The Financial and Administrative Systems Support (FASS) unit within the Information Technology Services Office (ITSO) at our Headquarters building in Lacey, WA is currently looking to fill an Application Developer (Application Developer Entry) position. This position assists the Ecology application developers as they develop and maintain purchased and Ecology-developed custom applications.

Agency Mission: Ecology’s mission is to protect, preserve and enhance Washington’s environment and to promote the wise management of our air, land and water for the benefit of current and future generations.

Program Mission: The Information Technology Services Office (ITSO) is the central provider of strategic and tactical support for the use of Information Technology (IT) within Ecology. The mission of ITSO is to create and support useful technology services that adapt for the future and support Ecology’s mission.

Unit Mission: The ITSO Financial and Administrative Systems Support (FASS) unit, part of the Enterprise Business Technology Section, provides computer application requirements analysis, design, development, implementation, configuration, and maintenance support services for agency-wide applications in five main business functions:

  • Financial Services,
  • Administrative Services,
  • Executive office,
  • Legislative and Inter-Governmental Relations, and
  • Human Resources.

Some of the key work activities of the Application Developer position include:

  • Consults with FASS Unit staff and other Ecology employees to analyze technology needs and problems. Analyzes and resolves problems involving multiple systems and integrates SaaS solutions with existing Ecology applications in order to wisely use Ecology IT resources.
  • Supports management and higher level application developers by analyzing business requirements, designing solutions, configuring SaaS solutions, and writing programs in order to meet current and future business needs.
  • Supports management and higher level application developers by communicating with the vendor who supplies the SaaS solutions to deliver the best outcomes for Ecology employees using the solution.
  • Tracks, resolves, and documents application issues, bugs, and requested enhancements so applications continue to meet business needs so the users can meet Ecology’s goals.
  • Coordinates with the Ecology solution-specific support teams to clearly communicate requirements and issues to Ecology management and vendor representatives.
  • Develops in-depth knowledge of the business and participates in requirement gathering sessions. Learns the questions to ask, determines needs, defines problems, and solves problems to facilitate collection of business requirements.
  • Translates business requirements into solution release candidates to accelerate development and ensure end-user requirements are met.

Please Note: This is a project position that is funded for two years from date of hire.

Required Qualifications:

Two (2) years professional experience gained in the last four (4) years in computer application development and maintenance. Experience includes, but is not limited to, analyzing, designing, implementing, maintaining and/or programming software applications.

OR

Associates degree or higher in Computer Science or Information Technology (IT) or closely related field OR completion of a two year accredited vocational training program in IT or related program

Education or accredited vocational training in IT or related program will substitute year for year for experience.

Desired Qualifications:

  • A Bachelor’s degree with focus on programming, software development, or software engineering.
  • Two (2) years of experience configuring SaaS or COTS software solutions.
  • Four (4) years of information technology experience programming web-based software applications or developing information systems architecture using Microsoft development technologies such as C#/ASP.Net, SQL Server, and HTML5/JavaScript for mobile applications. At least two (2) of the four (4) years of experience should be within the last four (4) years.
  • Professional experience programming, maintenance and/or support work for moderate risk software applications and databases.
