The Idaho Department of Environmental Quality (DEQ) is hiring 2 air permitting engineers for our State Office. The engineer provides technical and regulatory support for drafting and processing air quality permits, compliance and enforcement technical support, regulatory tracking and policy support, and air quality division integration.
This position is established at the Staff Engineer level and may be under filled at the Associate level or Engineer-in-Training. Upon successful completion of a training plan and when minimum qualifications for the Staff Engineer level are met, the incumbent will be reclassified to a Staff Engineer and compensated accordingly.

The Engineer-in-Training and Associate Engineer classifications are used for recruitment and training purposes for the Staff Engineer position. Through various types of on-the-job training, employees hired at the trainee level will learn to carry out the duties of a Staff Engineer. Upon completion of training, including possession of a Professional Engineering license, the employee will be promoted to the Staff Engineer level.
Example of Duties:
- Review air quality permit applications to determine compliance with air quality rules and regulations to issue air quality permits.
- Draft air quality permits to construct, Tier I operating permits, and Tier II operating permits.
- Provide technical and regulatory assistance to the regulated community regarding air quality permit application requirements.
- Coordinate draft permit reviews with regional offices.
- Participate in the public comment process by providing technical and regulatory project details at informational meetings when requested and write responses to public comments when submitted.
- Visit industrial facilities and provide technical and regulatory assistance on air quality permit requirements, such as monitoring and recordkeeping methods to aid in complying with regulatory requirements.
- Provide technical and regulatory support for the Air Division on special projects with air emissions sources.
- Provide technical peer review and mentor less experienced engineers.
- Provide updates as necessary to the permit coordinator for all assigned projects; ensure that permit issuance deadlines are met.
- Respond to public records requests.
- Provides technical and regulatory support to the compliance and enforcement program in support of compliance determinations for regulated facilities.
- Track changes in federal permitting and compliance requirements, interpretations, and guidance.
- Review state and federal rules, provide updated regulatory information, and propose rule changes to the program manager.
- Provide technical support for drafting rules and technical backup documents for the rulemaking process. Implement established program policies.
- Draft policies, guidance procedures, and technical documents for the permit program.
- Work with regional offices, technical services, and other Air Quality Division programs to provide technical and regulatory support to review source test reports and develop new rules, guidance, and policies that will meet the goals of the air program and support airshed management.
Candidates must have one of the following: Certification by the Idaho Board of Professional Engineers as an Engineer-In-Training; OR Certification as an EIT from another jurisdiction that included graduation from a four-year engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET); OR graduation from a four-year engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET) PLUS verification that the candidate has passed the Fundamentals of Engineering Examination.
Valid driver’s license.
Specialty Minimum Qualifications (required for this position)
- DEQ 3108 Air Pollution/Clean Air Act: Describe how at least one (1) college level course has been obtained related to air pollution control systems; Federal Clean Air Act rules and guidelines applicable to air pollution emitting facilities; and/or developing air emission estimates or inventories. OR Six (6) months work experience involving interpretation and application of aspects of the Clean Air Act (such as implementation of air pollution control or air quality improvement strategies, conducting air emission inventories, conducting ambient air monitoring, developing air permits or permit applications, or conducting compliance inspections) or the application of other environmental rules.
