CHAI’s global malaria program provides direct technical and operational support to countries around the globe to strengthen their malaria programs and reduce the burden of this preventable, treatable disease. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.

Position Summary:

CHAI is seeking a highly motivated individual to work as a Strategy, Management, and Finance Associate to help the governments in Mesoamerica (Panama, Guatemala, Honduras) and Hispaniola (Haiti and the Dominican Republic) implement the Regional Malaria Elimination Initiative (RMEI) which aims to achieve historic malaria elimination across the region. As part of the Global Malaria Team, the Strategic Planning and Financing Associate will provide direct support at the highest level of government and to senior partners from the Pan American Health Organization (PAHO) and the Inter-American Development Bank (IADB). In particular, the Associate will analyze the strategic, managerial, and operational challenges countries encounter in their fight to eliminate malaria, and then based on the assessment, the Associate will develop solutions framework and work with the country and partners to implement it. The Associate will report to the Manager of the Global Malaria Finance Team; base location is flexible between Panama City or Guatemala City.

The Associate will bring outstanding relationship management, analytical, problem-solving, organizational, and communication skills. The Associate must also be able to work independently and have deep personal commitment to producing results. The Associate also will be expected to be fluent in Excel and have a high business proficiency in English and Spanish, with French as an optional advantage. Responsibilities:

• Provide strategic guidance, planning, and management support to CHAI teams in Panama, Guatemala, Honduras, Haiti, and the Dominican Republic as they operationalize malaria elimination plans at the provincial and community-level
• Implement a diagnostic to help determine the key managerial challenges particularly around local malaria management teams betting set up by the RMEI, and develop a framework to help the government and partners prioritize solutions to these operational and managerial challenges
• Work with national malaria staff and CHAI country teams to optimize and cost national malaria plans by building Excel-based costing and budget models
• Support the epidemiology team in to developing and costing predictive disease models to support decision-making of malaria interventions (e.g. geo-spatial coverage of interventions)
• Conduct costing and financial analyses and support the development of funding proposals and operational plans
• Assist government programs and donors with addressing the long-term sustainability of malaria funding, by: forecasting future funding gaps, mapping and assessing funding opportunities (both innovative and traditional), and working other technical teams and partners to streamline and integrate malaria services to lower costs
• Engage with and cultivate donors, including individuals, corporations, and organizations interested in supporting malaria programs
• Serve as a trusted advisor to CHAI country teams and the InterAmerican Development Bank
• Serve as liaison between CHAI regional technical teams and country partners and stakeholders
• Build strong relationships with stakeholders across government, non-governmental organizations and the private sector
• Draft presentations and reports for internal and external stakeholders
• Coordinate meetings and facilitate knowledge sharing between government programs and partner organization in the region to ensure coordination
• Provide program and budget updates for donor reporting and best practice sharing
• Other responsibilities as needed

Qualifications:

• Fluent in English, Spanish; proficiency in French is a bonus
• 4+ years of working experience with increasing levels of responsibility and leadership in finance, management consulting, or another relevant field
• Master’s degree in Business, Policy, Public Health, or related field, or Bachelor’s degree with equivalent work experience; minimum of a Bachelor’s degree
• High levels of proficiency in Microsoft Word, Excel, and PowerPoint
• Exceptional relationship management and communication skills
• Strong diplomatic and interpersonal skills and ability to build relationships in a challenging multicultural environment
• Demonstrated excellent analytical, quantitative, and problem-solving skills
• Ability to oversee multiple work streams simultaneously, to set priorities, and to work independently and flexibly with a strong commitment to excellence in high-pressure situations
• Willingness to travel to up to 75% of the time
